Technical Consultant (CBRN)

Provides subject-matter expertise in risk assessment, SOP development, emergency planning, and capability audits. Works with government, defence, healthcare, and infrastructure entities to strengthen structured readiness systems.

About the Role

The Technical Consultant (CBRN) provides specialised subject-matter expertise to public and private sector clients seeking to strengthen their operational readiness against chemical, biological, radiological, and nuclear threats. Working across government, defence, healthcare, and critical infrastructure sectors, you will lead or contribute to risk assessments, standard operating procedure development, emergency planning reviews, and capability audits — translating complex technical knowledge into structured, actionable readiness frameworks. This role demands both deep technical grounding and the professional credibility to engage at institutional level.

Key Responsibilities

  • Conduct CBRN risk assessments for client organisations, identifying vulnerability gaps and recommending evidence-based mitigation strategies.
  • Develop and review standard operating procedures aligned with current international doctrine and sector-specific regulatory requirements.
  • Support emergency planning processes, including scenario development, tabletop exercises, and response protocol design.
  • Lead capability audits for organisations building or evaluating their CBRN preparedness infrastructure.
  • Provide technical advisory input to training programme design and content development teams within the Academy.
  • Engage directly with government ministries, military units, hospital systems, and infrastructure operators as a credible technical representative of CBRN Academy.
  • Contribute to white papers, reports, and policy briefs as required by client engagements or Academy publications.

Required Qualifications & Experience

  • Substantial professional experience in a CBRN, hazardous materials, emergency management, public health, or defence-related discipline.
  • Technical proficiency in one or more CBRN domains, with a strong understanding of detection, protection, decontamination, and response frameworks.
  • Experience delivering consultancy or advisory services to institutional clients in regulated or high-stakes environments.
  • Ability to produce high-quality technical documentation, including SOPs, risk registers, and assessment reports.
  • Professional communication skills in English; competency in additional languages, particularly Dutch, French, or Arabic, is an asset.
  • Relevant academic, military, or professional certifications in CBRN or emergency management are highly valued.

What We’re Looking For

We are looking for a consultant who combines genuine technical authority with the professional judgement to operate in complex institutional environments. You will be trusted with sensitive assessments and given significant autonomy in client-facing engagements. The ability to communicate difficult findings clearly and diplomatically is as important as technical depth.

Working at CBRN Academy

CBRN Academy’s consulting engagements span international programmes, multilateral partnerships, and bilateral advisory contracts. As a Technical Consultant, you will be part of a small, experienced team that prioritises professional integrity, operational discipline, and the long-term credibility of the field. This is a full-time role based in the Netherlands, with regular travel to client sites domestically and internationally.
