Non-Conventional Safety and Security Challenges in a Changing World

The SICC Series — Where Science Meets Operations
The SICC Series – CBRNe Conference 2026 builds upon the success of its previous editions to strengthen the scientific, institutional, and operational dialogue on non-conventional safety and security.
Organised by the University of Rome Tor Vergata in cooperation with HESAR Association and international partners, the event is a unique meeting point for universities, armed forces, civil protection, first responders, policymakers, and industry leaders in the CBRNe domain.
Who Attends SICC 2026
A unique meeting point for academic, operational, and policy communities across the CBRNe domain.
Early Registration Closes
25 August 2026
Reservations received with full payment by 25 August qualify for the reduced rate. The SICC organisers issue a formal Letter of Confirmation after invoicing through HESAR s.r.l.s.
Key Dates
All deadlines are firm. Early registration is strongly recommended — the reduced rate closes 25 August 2026.
AT A GLANCE — 6 DAYS
SICC 2026 keeps the proven scientific-track structure that built the conference's reputation: 12 thematic sessions running in parallel across 5 main conference days, plus a 1-day open-source Summer School for early-career researchers.
12 SESSION TRACKS
Each session combines invited talks, contributed papers, and posters — with peer review for the formal proceedings. Authors submit abstracts to the most relevant track.
3 PLENARY SESSIONS
Strategic and policy-level keynotes opening each conference day, designed to set the tone for the parallel technical tracks.
POSTER SESSIONS & BEST POSTER AWARD
Two 90-minute interactive poster sessions span all twelve thematic tracks. Three Best Poster Awards are evaluated by a commission of experts and announced at the Conference Dinner. Open to authors under 36.
WHAT MAKES THE 4TH EDITION DIFFERENT
Beyond the 12 technical session tracks and 3 plenaries, SICC 2026 introduces three programme elements that did not exist in past editions in this form — an integrated multi-layer exercise that bridges TTX and FSE methodologies, a two-day operational CBRNe School with industry partners, and a dedicated permanent publication section in EPJ Plus.

Bridging Strategy and Operational Reality
IMLEX combines: strategic and policy-level decision making, operational coordination, selected field activities, digital simulations, Decision Support Systems (DSS), AI-enabled tools, GIS and plume modelling, UAV/UGV integration, and multi-agency interoperability within a single integrated scenario.
Unlike conventional Tabletop Exercises (TTX), IMLEX introduces realistic operational components and dynamic injects. Compared to fully deployed Full Scale Exercises (FSE), it reduces organisational complexity and logistical costs while maintaining a high level of realism.
Advanced Operational Training with Industry Partners
An advanced operational training initiative organised in close cooperation with selected companies and technological partners — creating direct interaction between operational end-users, researchers, institutions, first responders, healthcare professionals, civil protection personnel, and industrial stakeholders.
Operational Technologies & Practical Response
Operational presentation of advanced CBRNe technologies, equipment, instruments, and response systems. Participating companies deliver practical lectures supported by live demonstrations, technical presentations, and case studies.
Hands-On Operational Laboratories
Fully immersive hands-on operational laboratory programme. Participating companies are assigned dedicated classrooms and lab spaces where attendees, divided into rotating operational groups, directly interact with instruments, technologies, and specialised equipment.
Dedicated Permanent Publication Section
New for 2026: a dedicated permanent section "Radiation Physics and CBRNe Science" hosted by EPJ Plus (Springer). Conference papers undergo peer review and are published in a sicc-special issue indexed in Scopus and ISI Web of Science.
